In response to a Stomp query, a spokesman for Marine Parade Town Council said it is aware of the "littering and high-rise littering situation" at the block.
He said: "We have been working closely with the National Environment Agency (NEA) to address the situation.
"Publicity materials have been put up around the estate to educate residents about the dangers of high-rise littering and the importance of maintaining a clean and safe living environment.
"We will continue our collaboration with NEA to identify and engage offenders."
The town council is also stepping up the frequency of cleaning and litter removal in the area.
"On the matter of pest-related concerns, our pest control operators are conducting regular inspections and preventive treatments throughout the estate," the spokesman added.
"We are also intensifying our efforts with additional treatments to manage the issue more effectively. Special attention is being given to the proper clearing of standing bins, as well as the housekeeping of bin centres and their surroundings to prevent pest breeding grounds.
"The town council will continue to closely monitor the situation and adjust our pest control strategies as needed.
"We also take this opportunity to urge residents to do their part in keeping the estate clean by disposing of food waste and litter into the bins or by bagging the rubbish before throwing it into the bin chutes.
